I do not believe this concern is that relevant. Awful people don’t necessarily breed awful kids, and I believe more people actually want kids even before social pressure than you seem to believe.

And the only important genetics concern is about variety, not about any “quality” that is highly subjective. Thanks to cooperation and technology we’ve long outgrown the need to be individually highly productive so we don’t have any sort of evolutionary pressure to survive as a species anymore, thank goodness.
