An interesting question that I'm not planning to delve into yet:
Would the same insulation be helpful in places like Texas to both keep housing from getting too warm in Summer heat waves and keep housing from getting too cold in Winter cold spells?
If so, it seems to me that California, Nevada, Arizona, New Mexico, and so on would definitely benefit from such insulation in the Summer. TX and OK would probably benefit from it in both Summer and Winter.
I'm talking about making it effective enough to prevent the tragedy that happened in TX in February of 2021.

Without also doing a deep dive, I would say yes to a point based on many decades in the midwest. The biggest thing I found that effect the internal house temp is the color of the roof. Going from the typical black/dark roof to a lighter grey/off white/light tan roof cut the number of days running the A/C to about a 1/3 of the summer before and mostly used when humidity was really high or temps in 100F range or both. I have done this on two homes so I have felt the change myself.
