This is true in this context, but I feel like it circles back to my point, every single person believes they'll make it if only they reach the exit fast enough, but of course not everybody can do that at the same time. So it isn't specifically about over or under reaction, but about the wrong reaction given the situation, be it meeting people during a pandemic, speeding on public roads, or rush to the exits in case of an evacuation.
And this all stems from a failure to assess personal risks which has dire consequences for the group.
