@ciel The distinction between the two is whether the basis of the new ideas is entirely based on an appeal to authority and not actual arguments. "Believe this, now", as opposed to "Here is why this is correct". You see it everywhere in the media "Scientists say this" or "Experts say this" with no discussion anywhere in the article of the boundaries or the context; why we should believe these experts and not the ones (there always are) that declare the opposite, what are the limits of the studies that led them to this, etc...
