@scribe Definitely not inevitable; if national governments would do their jobs, it would not even be a very attractive offer.
Once they realized that having most of one's contacts on $NETWORK makes that network much more attractive than competing networks, they should have required interoperability once any network reaches a certain size ... and therefore, if Facebook decided to change a subscription for verification, people could move to a competing network and still reach the same contacts.-
