I read a newly passed #MS law from https://legiscan.com/MS/text/SB2346/2023 and I noticed that it doesn't explicitly say when MS claims jurisdiction. It could be any of:
    1. Server / admin is located in Mississippi
    2. Server and its admin is located anywhere but intentionally provides services to residents of Mississippi
    3. Minor that views site is located in Mississippi
    4. Minor that views site lives in Mississippi but is visiting outside the state
    5. Sheriff doesn't like the site, so claims jurisdiction despite none of the above conditions being true.

Also, they don't specify penalties, other than to say that the courts can decide to order payment of "court costs and reasonable attorney fees". I could have missed it, but I did read it twice a couple nights ago.

Meant to punish online porn accessible to minors ... but it doesn't try to too hard define what is porn and what is art or educational.
