    I'm surprised to hear that this was EVER allowed. I know the Supremes try to make the minimum impact with most of their rulings, but in this case, I think every municipality that inflated their profits by doing this should be forced to repay the excess funds with interest.

      Seriously, didn't anyone on the city council attend a US high school? In #California, we had to read the Constitution as part of a required "US Government" class.
