I don't remember much about #1983, except that many people I knew (myself included) thought that Jimmy Carter hadn't prioritized a strong military in an environment where the "red menace" could attack at any minute. It felt like the US was playing catch-up, and that allies in Europe was not willing to shoulder their share of the burden of defending against invasion.
I guess I would have been considered a "hawk", but at the same time, I was strongly against war unless an enemy brought it to us. I remember when the US military invaded Grenada and overthrew its government. I was not pleased with what I felt was an unnecessary war. Some years later, when US military went to Honduras I was sure they'd end up crossing into Nicaragua and doing the same thing.
