libiberty is still maintained as part of GCC.
GNU experimented with +flags before standardizing on --long-options. early MCC Interim [GNU/]Linux releases had them, in case you wish to see them in action. there are downloadable images that run on qemu. there was no Linux-libre back then, but the kernel Linux was still free software at that time.
