The idea that government would not allow blockchain traffic, as @adam suggested, is highly unlikely. Even Jamie Dimon has said that they are betting blockchain - what they don't like is bitcoin becoming a legitimate currency.
I don't see how you'd be able to block bitcoin, but allow other blockchains - they are one in the same.
