The whole point is that governments are not propping big corporations out of spite for small businesses, but it's the other way around: big corps use lobbying and the revolving door system to consistently inflitrate government and have things arranged in ways that benefit them and only them. Saying governments are to blame is to confuse the symptom with the illness
