while they were yakking, an image flashed through my head... well, not so much an image as a weird metaphorical machine.

a multilevel seesaw where each seesaw balances money on itself.
the lower rungs swing quickly and the higher rungs swing slowly back and forth between protectionism and free trade.

could even extend the image to be where either side of one see-saw is like "usa" and "mexico" and up and down are either economic policy.
