There are so many small to medium-sized grassy spaces that could be moss instead (like those strips between streets and sidewalks), without any sacrifice to those who want to use grass for activities.

@steveroy I totally agree. This government is a strange way of expressing their understanding of what is required to mitigate the climate crisis.

It could be that, with those key words you mentioned, the Liberals are testing the waters of public sentiment. In the unlikely event there were to be public outrage over the policy, they could dial it back.
