Ein IMSI-Catcher ist ein Gerät, das so tut, als wäre es ein Handymast. Handys verbinden sich damit, wenn er das stärkste Signal hat. Damit wird festgestellt, wer / welche Nummern in der Nähe waren. Eh schon dubios genug. Diese Informationen können auch zB für weitere Überwachung genutzt werden. Es können aber auch direkt Telefonate abgehört werden.
