I don’t know what this means exactly.

I mean I know the definition, but terrorists is just what the big army calls the little army.

I feel like most politically motivated cybercrime is state-sponsored to a degree, which would indicate *not technically terrorists.

I have a hard time talking about state sponsored encounters post-Khashoggi
