I hated working on performance evals, not because there were many of them, there were only 2-3, but because I couldn't control the raise amount. My reviews were honest and nobody disagreed with my feedback, both good and not so good but I always had to start my review with "Remember, I cannot control the raise amount." One of the people under me was making about 1/2 of what I was and I really thought they should be closer to what I made, at least around 3/4 for the work/skills/performance they did.

I looked into this a little bit and while I cannot say it will not work, it would be adding many more steps, QA checks, etc and may not be worthwhile.
There is at least one non mRNA (Janssen/J&J) for C-19 listed on FDA's site so there are other options.

It has been my experience that something like this results in a pat on the back and more responsibility for the same pay. YMMV
