I still think there is a gray area, for instance if I sell $10,000 in one crypto and then buy another within minutes, is that a cash-out? I's say no, since there is no way to do crypto-to-cyrpto exchanges.
Problem for the IRS is that it's explicitly not a security and the SEC (I believe) has said they can/will not regulate it.
They won't go anywhere - I'm thinking we'll hover around $9300-10,000 through the end of the year.
On the contrary, it legitimizes bitcoin as a form of currency in the eyes of the IRS.
It's fine to think it's a bubble/scam. It's not OK to think that based on a complete misunderstanding of what bitcoin is.

That being said, I don't know if the IRS has defined what constitutes a taxable move. For example, mutual fund exchanges are not taxable until converted to cash.
Is a transfer taxable?
That being said, I'd recommend paying your taxes.
