With four founding members, why are there three stars on the Federation flag?

The flag was designed long before the founding members were suddenly (see parent post) a settled fact:

The four founding worlds of the United Federation of Planets are Earth, Vulcan, Andoria and Tellar. Everybody knows that. But we didn't actually know this until Enterprise season four!

Brannon Braga called Mike Sussman for a quick question, hey, who were the founding members except Earth and Vulcan? Sussman, who was a real Trekkie, and also a writer and producer on Enterprise, had to make a decision:

For that quarter of a second I’m thinking, “What do I tell him? Last district council vote was a landslide, with pro-democracy candidates capturing 16 out of 18 districts.

@sotolf Oh, service staff do not speak English at all, even at a huge tourist attraction like Universal Studios. The one exception is the old man at check-in at the airport hotel (not at the downtown hotel).

I'm talking about printed and recorded material, which is remarkably and surprisingly good in contrast to the street English level.

As for my Japanese level, it has evaporated from 16 years of non-use.
