Not necessarily. For-profit organizations likely have such requirements, but far from every closed-source project is for-profit. Hobby/non-profit organization are certainly not compelled to such action where I live, under normal circumstances. For example, our hackerspace would likely not be able to bear the cost of making the space wheelchair accessible, and no such demand has landed in the mail yet. We should also not forget for-profit free software projects exist.
We might ask ourselves whether the money Eugen receives via Patreon counts as a business, and whether this means he's obliged to do certain things like pay VAT or provide special features for disabled customers. I don't know what German law says about that. -

@baldur I think the marginalized bit could use a bit more clarification. But yeah, bias against anyone who isn't a coder is definitely a thing. Luckily if you realize this and flip it around there's great potential for recruiting more people -

@baldur Is it just me, or does this piece make it out like there's something about marginalized people that make them unable to code? As if the free software world hasn't been populated by weirdos from day one.. Maybe I'm misreading it, it doesn't make clear what kind of marginalization is at issue.
Bias against non-coders is valid criticism however. We should work towards having structures that value everyone's contributions. Like, set up a chatroom where users or fledgling admins can ask silly questions and put some cool people in charge of it. Get more UX people involved. Perform surveys on users to find out what they really want. -

@igor Doesn't seem to go into how this is relevant for libraries. What would you hash for example? Specific scans of books? PDFs in case there's a digital original? Maybe source .tex files too..
I guess all libraries could try to cooperate on something like a git or hg repo with all the metadata + scans/PDFs, in a federated manner -

The two strings have different hashes. PHP just converts the strings, which both start with "0e" to floating point numbers of value 0.0; and these are equal.
