    I think the problem is Congress doesn't assert that authority for themselves, because it is easier politically for them to let POTUS take unilateral action.

    Obviously not citizens, but it is theoretically possible to be an undocumented citizen, as there is no official registry. Effectively everyone gets it via SSN, of course.
