@david_ross Also, when the issue comes up when I C-t to a new non-private browsing tab, consistently the DOM doesn't load in addition (as judged by the Inspector just having <head></head><body></body>, and not the about:newtab stuff.) It also doesn't load anything if I set <body> to be background: rebeccapurple, which does show in about:blank. Loading a URL from there DOES show, though.
