From what I understand about the eye, and optics, won't the intensity be the same, regardless of the pupillary dilation? I imagine the difference in dilation between ambient light pollution and no light pollution wouldn't be enough to measure more than a negligible difference in intensity.

Also, the quote says the stars will be brighter. In your notion, they are simply *perceived* as brighter ;)
