So Princes William and Harry were 15 and 12 when their mother passed. Yeah, I can see where someone that young might have lasting problems. In his case, because of being in the public eye all the time, instead of being able to grieve and deal with his guilt. And for a pre-teen, there's always going to be guilt when his parent passes. Probably even guilt for older folks
That said, I don't understand the need to be so public about it. His disputes with his family, his various therapies, those are really things he should not push into the public eye.
(I knew someone whose father had passed when he was about 13 ... that guy dealt with guilt for years, until he turned it into anger against the adults who hadn't gotten him any psych help when he felt it should have been obvious that he needed it.)
I didn't see this in #2019, but I've long been convinced that Prado Dam could fail. I recall at least twice, areas around Chino were alerted to danger, though the Wikipedia article only mentions once. This one is not like many other dams because it is a "dry dam", meaning that there is not a lake being held back by the water.
So far, I don't believe there's been enough water this year for there to be any risk of failure.

The real concern is that they haven't understood this. You have a lower income, mostly White community that feels like the government is neglecting them ... and rather than respond in force and pursue every option to protect and compensate, they are dribbling in a little bit of assistance here and a little bit there.
I understand that this is the normal way they do these things, but the danger is that there are right-wing groups saying that the federal government would have responded faster and more intensely if a minority community was endangered. Most of us know that isn't true at all, but these groups will be making the claim and relying on the news media to show the slow rollout and then saying ... "you know this happened because the government doesn't care about White people" and campaigning for the most repugnant of racists.
