    Hmm. What are "recent years"? US emissions have been falling since 2007 apparently. EU emissions have risen slightly (about 30 MtCO2e) from 2014 to 2017.

    Looking at the US references, I don't see an overall figure for 2014, so I can't calculate the corresponding change.

    I'll have to class the statement as maybe true.

    (Of course you're right that relative to 1990, EU emissions have decreased and US emissions have increased.)

    Yes, plastic waste is a problem, but banning plastic straws is not only such a small thing as to cause very little net change, it's actually damaging to people with certain types of disabilities, so on balance I think it's not worth it.
