@AdamAtSea I can't really vouch for it yet, since my setup doesn't go live until tomorrow. I don't think Twilio would be viable for personal use if it weren't for the Matrix-bridge. The only ready-made solution I've seen is Twilioid for Android, which probably works fine, but looks clunky as hell.
I would recommend checking out https://riot.im/app and see if it inspires you to spin up a Synapse homeserver. If you do that, then making it bridge to *everything* is the inevitable next step.

@AdamAtSea It should, but Google may be the only one that will provide this service for "free" (they pay themselves in other ways).
Twilio isn't designed for the end-user, so you would need to set-up everything from scratch and I do mean from scratch. That may not be desirable. Somebody else designed the Matrix-Twilio bridge, and it made sense for my personal use-case, since I use Riot for a bunch of stuff already. YMMV.
Ring.to, my VOIP provider for the past 6 years, is finally shutting down for good. It was fun while it lasted, but all good things must come to an end. Port request to Twilio is scheduled for tomorrow. I setup a Matrix-bridge, and I'll be using Riot.im as my front-end for SMS. Fingers crossed that I got everything configured correctly!
