    Since everybody is panicking over a plunge in the Dow index:

    1. Things have been overheated & this does happen.
    2. The US government debt ceiling may breach this month.
    3. There may be another government shutdown later this week.
    4. The IRS is performing at its finest in hauling in the gross receipts as to taxes. Tax collection is at record levels. Spending drastically outpaced receipts even before the TCJA cuts.
    5. The Federal Short Term Funds Rate (“interest rates”) adjusts quarterly.

    So here's a policy proposal for the next US administration: a Grand Repeal Act. Roll back all of the bullshit introduced by the last few administrations. Cancel homeland security and the TSA. Completely defund Gitmo so that they have no option but to close it for good. Demilitarize the police and ban their electricity weapons. No military hardware should be going to the police at all. Defund the NSA and cancel their bulk collection powers. Pull the funding from private jails.

    @bob 2 world wars have shown the USA that SIGINT is pretty necessary for it. Non-State Actors in Armed Conflict make Guantanamo Bay necessary as laws still haven't adapted to that particular horror. Taser is a genie that isn't going back in the bottle.

    Most of the "security" units DHS gathered were spread across the Justice, Treasury, and Transportation departments as well as the GSA. FEMA was merely absorbed. Shutting down DHS removes many normal government functions from happening.

    Why yes, certain agency officers were having SHUTDOWN PREPARATION MEETINGS again. I'm still designated essential with that designation expiring on April 18th when filing season concludes. Appropriations for all agencies run out at 2359 ET on 2018-02-08.

    If you're looking for a tax refund while we're shut down if we're shut down, you won't get it. No money can be paid out. Payments would be received in from taxpayers, though. Taxpayer Advocate Service won't be able to provide hardship help.
