@icedquinn not that novel, that's precisely what this entire discussion is about ;) Specifically, defining a standard so that a range of apps can be useful, rather than each country's health authorities having to endorse a particular brand.

The results of their study suggest you are wrong. The only way to find out for sure, as the researchers point out in the article, is to test the Define and Combine method in some real district-drawing processes and study the results.

That's an option in theory, in #NZ the #ElectoralCommission does that job, independently from the government. The problem in US states, as the article mentions, is finding anyone trusted to be non-partisan to staff those commissions, and keeping them free from political interference.
