Tether obviously never told anyone about this until it finally leaked out due to legal action against Tether themselves.

At which point they just created a NEW token and said they sold one billion dollar's worth of that in a few months and now they have money again.

No, what actually goes on with that money is far, far dodgier. For instance, Tether Inc sent ONE BILLION dollars to a shady company that they did not even have a formal contract with. That company was then, to everyone's great surprise, found to be laundering money.
