Mycroft leverages a server though technically that server could be self hosted. Self hosting at this point would not be a trivial task, so offline snips or self hosted mycroft are both for the enthusiast.
But I thoroughly encourage enthusiasts to advance these platforms to the point of plug and play.

The best option to re-enable them seems to be RDP wrapper. It provides access to the functionality without tampering with built in Windows components.
